Immortal Journey Sona dresses the champion as a royal, immortal music teacher. She swaps the base skin's simpler musician robe for a layered purple, white and pink gown trimmed with gold. She scatters floral pettals when she moves. Her etwahl is gold and set with pink gem.
In game, the main VFX changes are related to her auras. There is a new border that matches wuxia theme. Projectiles shot by her abilities are very similar to the base but higher quality. The biggest change is her ult that now has 3 swords inside with trailing effects.
The skin includes new sound effects for abilities without any major changes. It's just a small visual filter on top of the original sounds.
The only new animation - recall, features sona playing her etwahl in the pond among lilly pads.

This universe includes multiple schools and editions. Expect schools of immortality (healers, exiles, harmony-weavers), ritual duels, and special Prestige variants with gold silk and phoenix-like effects.

Only skins above Mythic quality are not obtainable through Hextech crafting, and mythic prestige skins are also not available from Mystery Gifts. “Best” depends on what you want. Immortal Journey Sona has a strong wuxia visual with themed VFX and music. However it does not change the thematic or model significantly from the base. I would treat it as an upgraded Sona, not a new thematic. The Prestige Immortal Journey Sona adds gold silk and special effects for collectors.
