To obtain this skin you need to be in the winning team for a League of Legends tournament sponsored by Riot. There have been many approved tournaments in the past and it is still possible to get this skin today with certain tournaments.

The skin features Ryze with a new gem infused scroll on his back that glows blue when he runs around. The skin has no new particles, animations or sounds and is just a new texture with a slight model change. This is a very exclusive skin that is limited to only the top few percent of players in the game. Owning it not only shows off your skill but gives you exclusive bragging rights to your friends.

Currently this skin is only available to tournament winners and is added to your account by Riot internally. Many 3rd parties host their own League of Legends tournaments in local areas. Certain tournaments that are sponsored by Riot have the ability to gift the skin to the tournament winners.
