Arctic Warfare Caitlyn dresses the sheriff as a cold-weather marksman who looks like a military sniper on patrol in a frozen zone. Her usual purple, Victorian-inspired outfit and top hat are replaced by a shorter military green coat trimmed with off-white fur, a matching ushanka, and tall leather boots; the ornate Piltover rifle is swapped for a classic wooden-stock sniper rifle with a metal barrel, which gives her a more grounded, utilitarian silhouette compared to the base champion.
Sadly due to it's age the skin does not offer any changes other than the new model. Specifically there are no VFX or SFX changes to match the theme.
It fits the Arctic Ops skinline by giving Caitlyn a covert-ops, winter-combat role. It does remind me a little bit of the scene in Inception when they were inflitrating a building in the mountains to steal the secret. Perhaps it was an inspiration for this skinline?

Arctic Ops is a cold-front military-themed set in the PsyOps universe. High Command created this unit to fight on the frozen northern front. Soldiers wear arctic combat gear, tech rigs, and hardened armor. The look is icy, tactical, and modern.
This universe officially bundles two related thematics: Arctic Ops (tundra soldiers, cold-front operatives) and PsyOps (a later psychic special forces unit). There is also a related faction called the Black Rose Group, which ties into the PsyOps story.
Lore (short): High Command needed troops built for the Arctic. They chose operatives who could handle subzero conditions and high-risk missions. Teams include elite snipers, hardened bruisers, and stealthy ninjas sent into deep cold zones. The Arctic Ops event also sets up later PsyOps conflicts decades after a mysterious discovery on the front.
Trivia: In-universe, Arctic Ops predates PsyOps by about 40 years. The set follows a military black-ops vibe similar to Commando and Omega Squad themes. Some skins like Sejuani's Bear Cavalry fit the theme but are not part of the set.

That depends on what you like. Arctic Warfare Caitlyn is a simple, thematic skin with a clear arctic look. It's good to get for orange essence in the Hextech Crafting if you get the shard. Otherwise I would pass on buying it with RP, there are so many good alternatives. I'm personally a huge lore geek so I love: Prestige Arcane Commander Caitlyn.
