Heavenscale Ezreal turns Ezreal from a modern explorer into an ornate dragon scout: his usual blonde hair and casual jacket are replaced by dark blue hair, green-cyan celestial horns, and a red-and-white robe with carved jade accents.
In-game, the VFX is transformed to a dragon theme:
Q (Mystic Shot) becomes an orange-green dragon-shaped bolt with scale-like trails.
W (Essence Flux) forms a red circular sigil with a little sun in the middle and green, red, and yellow circles around it.
E (Arcane Shift) makes him appear covered in red ribbons.
R (Trueshot Barrage) expands into a broad dragon-flare with the front made of orange fire followed by green. In the middle, we can see dragon scales, and Ezreal is covered with red ribbons during the cast animation.
The recall is a clear festival nod: Ezreal meditates, catches a small firework, then throws it skyward, evoking real-world fireworks used in East Asian celebrations and tying the design to dragon and festival iconography.

That depends on what you want. Heavenscale Ezreal is a clean, festival-themed Epic skin with solid VFX and a Prestige variant. I'm a big fan of the entire theme, and it feels like Riot worked extra hard for these skins! All the VFX and models are of very high quality.
