A lot of your issues can be resolved if you just get to know why you have a banned account. If you have the grounds for it, you can contact Riot Support, and eventually, maybe even get to go back to the game a little earlier.
In League of Legends you can get banned for violating Riot's terms of service or rules of conduct, sometimes referred to as summoner's code, which you agreed to before playing the game. If you break the established rules, your behavior will be deemed inappropriate, and you will get a ban. Depending on the severity and whether it is your first offense, you will receive a temporary or permanent ban. Below is a list of things you can get banned for in League of Legends. It is important to note that it is not an exhaustive list, and Riot keeps the right to ban as they deem appropriate. It is also important to note that it's not limited to in-game behavior.
This includes excessive negativity about games you play, a tendency to give up and bring others down with you.
Any use of abusive language: unlawful, harmful, threatening, harassing, abusive, defamatory, vulgar, obscene, sexually explicit, or objectionable. It is not necessary to use strong language to play and communicate in the game effectively.
AFK(Away from the keyboard) is instantly penalized by LeaverBuster by giving longer queue times in increments of 5, 10 and 15 minutes for 5 games. If you consistently leave live games due to a bad connection or other reasons, you will get suspended and possibly even permanently banned.
When you intentionally lose a game by donating kills to the enemy or assisting the enemy team in other ways.
Any form of speech that is directed at a particular group in a demeaning way. Sexism, racism, homophobia, etc.
Use of any unauthorized third-party software that gives you an unfair advantage over the opponents. Scripting, botting, etc.
Names that are falsely indicative of an association with Riot Games
Contain personal identification, or identity theft
Infringement on copyrights
Any names that are offensive, defamatory, vulgar, obscene, sexually explicit, racist, sexist, etc. Names that are misspelled or use alternative spelling are still considered inappropriate.
Communicating information as if it comes from Riot Games.
Publicly posting identifying information about yourself, Riots employees, or other players.
Harassment, stalking, threats.
Sharing content that could be deemed offensive.
Transmitting malware or viruses.
Bypassing technological measures of protection implemented by Riot.
Spamming for commercial purposes or otherwise disruptive.
Participating in defrauding other players.
Accessing or attempting to access non-public Riot Services.
Account sharing.
Encouraging others to bridge terms of service.
Using Riot Services for business purposes without consent.
We highly recommend that you read Riot Games' terms of service section 7 and rules of conduct for a better understanding of what is expected of you as a player.
The short answer is no, you cannot. Riot Games is very firm on this policy, as you are solely responsible for anything that happens with your account, and generally will not be lenient towards you. However, if your account has been compromised or you believe the punishment is unjust, you can discuss game bans with Riot Games Support.
It's always worth a shot, but most bans, particularly those for toxicity, are never lifted. If you need a new main account, opt for a hand-leveled account to ensure its safety. Cheap accounts are botted, and purchasing one risks wasting both your time and money.
The only way to unban your account is by submitting an appeal ticket to Riot Games. You can find the option to submit a ticket on any support page at the bottom.
Click submit a ticket on the main support page or at the bottom of most other support pages.
For request, select "Discuss a Personal Suspension, Ban or Restriction". Note that you must be logged in for this procedure. If you aren't already, you will be requested to do so.
For subject, write "ban appeal."
In the description, describe your problem to the best of your ability and state clearly what you want to achieve. You should provide arguments as to why your ban should be reverted. Remember to be respectful, tactful, and genuinely remorseful if you have transgressed on the rules of conduct.
Select an inquiry that is appropriate for you.
Select the appropriate penalty duration.
Select the appropriate choice.
Attach any files that seem necessary in the last section.
Submit the ticket.
After the ticket has been submitted, you will have to wait for an answer from Riot, which might take a couple of days. If all goes well, your ban will be lifted. If not, we are afraid you'd have to move on.
If your account has been hacked or compromised, you are almost guaranteed to appeal a ban or any other restrictions imposed on you unjustly. Follow the same steps as in the section above with some extra steps.

Preferably give the email you used to create the account and have access to. If not, provide the email you currently have access to.
Provide information as accurately as possible. If you don't have all the recovery information, the account can still be recovered.
Yes, with a caveat. If you are generally an upstanding player who never got banned, you can appeal and get a reduced punishment, if not a total fallback. However, if you have been banned before and or have received several warnings, you will not get any mitigations.
